THE AUTHORITY AND RESPONSIBILITIES OF VICE-DEANS
IN 2006-2010 TENURE

 

I. Opening clause

  1. The Faculty has four Deans with the status of academic functionaries; the general aspects of their activities and managerial relations are specified by Sec. 28, par. (5) of Act No. 111/1998 Col., a more detailed description of their authority and responsibilities is given in this document.

  2. Vice-Deans will deputise for the Dean to the extent determined by her, performing particular tasks assigned to them by her and will be responsible to her.

  3. Within their scope of activities, Vice-Deans will run administrative affairs with other constituent parts of the University of South Bohemia and external institutions on behalf of the Faculty and act as agents in managerial and other employment relations to the extent determined in further clauses or, in particular cases, specially designated by the Dean.

  4. Within the authorised lines and programmes and in accordance with the Dean´s directives, Vice-Deans will methodologically control the Faculty activities, namely the agenda of the Heads of Departments, Institutes, Studios (etc.) as well as special facilities within their scope of activities.

  5. All Vice-Deans will guarantee preparing and presenting information within their scope of activities on the Faculty website.

  6. All Vice-Deans will guarantee preparing the data and files for the production of communications, statistics and reports, and for decision-making processes within their scope of activities.

  7. All Vice-Deans will, within their authority, take their share in the "public relations" agenda in order to provide information about the Faculty activities with both the academic community, and the scholarly and the general public.

  8. All Vice-Deans will tackle or share in tackling extraordinary, urgent tasks assigned to them by the Dean.

 

II. The authority and responsibilities of Vice-Deans

Vice-Dean for Study Affairs
(PaedDr. Jan Holec, Ph.D.)

Dean´s deputy for study affairs

  • Responsible for the arrangement of the Academic Calendar schedule;for the implementation of Programmes as defined by the Statute of the Faculty of Education and by official pedagogical documents; and for co-ordinating inter-faculty Programmes within the Faculty and outside.

  • Responsible for the processing of applications for admission; and for administering entrance examinations.

  • Charged with considering students´ requests as regards study affairs.

  • Entitled to submit proposals for amendments to the Programme Regulations.

  • Authorised to collect data for the "Academic Calendar" including the schedule, study code and programmes, and responsible for editing the "Academic Calendar".

  • Entrusted with guaranteeing that the information system of the Ministry of Education and the public will be supplied with source data on the Faculty Programmes and related activities.

  • Responsible for editing and distributing information about the Faculty Programmes.

  • Assigned to supervise as a guarantor the storing and updating of information in STAG and in the students´ register of Bachelor, Magister and Doctor Programmes.

His responsibilities also include:

  • entrusting the Registrar with the tasks related to the study agenda, evaluating the results, and collaborating with the Registrar on the methodology of processing the study agenda;

  • preparing proposals for the admission criteria and the methodology of admission procedure;

  • preparing criteria for student grant eligibility and proposals for the wording of grant regulations;

  • dealing with the issues of student accommodation in collaboration with the Manager of the USB Accommodation and Catering Services;

  • guaranteeing and supervising the timetable preliminaries.

In his capacity, he assigns tasks for, requires the collaboration of, and methodologically supervises: the Registrar of the PF USB; Vice-Deans´ secretary; the Faculty timetable staff; the University IT Centre.

 

Vice-Dean for International Contacts
(PhDr. Lucie Betáková, M.A., Ph.D.)

Authorised to act for the Dean in foreign affairs and international mobility, as well as in contacts with regional educational facilities; also responsible for the concept and development of undergraduate and life-long Programmes and for school experience.

  • Charged with proposing, co-ordinating and developing international activities; with formulating proposals for agreements on international co-operation; and with facilitating their financing by off-budget development programmes, such as SOCRATES, ERASMUS, COMENIUS, European Framework Programmes, and others.

  • Assigned to put forward and deal with suggestions for the concepts of in-service training of teachers and life-long learning of the public.

  • Entrusted with making arrangements for the transformation of teacher Programmes.

  • Authorised to propose and co-ordinate the preparation of new subject specialisms or courses.

  • At the Faculty level, responsible for the "formal acceptability" of programmes submitted for accreditation, or for possible alterations to the accredited Programmes in humanities and primary teaching.

  • Empowered to administer students´ school experience and the Faculty´s collaboration with schools in the region, as well as with other institutions involved in school experience.

  • Responsible for the development, preparation and implementation of in-service training of teachers, and for the organisation of all types and forms of life-long education of the public.

  • Assigned to stimulate creative activities in pedagogics, psychology and subject methodology (mainly in co-operation with PaedDr. Iva Stuchlíková, CSc., a subsidiary member of the Dean´s Board).

Her responsibilities also include:

  • participating in the formulation of tasks for the Registrar related to the study agenda; evaluating the results;

  • participating in the preparation of proposals for admission criteria and the methodology of admission procedure.

In her capacity, she methodologically supervises and assigns tasks for: the Faculty Co-ordinator of Research and International Relations1 - in the area of foreign relations and international mobility; the Faculty Coordinator of Further Education and School Experience; Vice-Deans´ secretary.

In her capacity as Chair of the Accreditation Board, she advises the Dean on the appointees.

The execution of her duties is facilitated namely by collaboration with the following advisory bodies: The Programme Board for Junior School Teaching; The Programme Board for Senior School Teaching; the Programme Board for Combined and Extra-Mural Study.

 

Vice-Dean for Development Programmes
(doc. RNDr. Pavel Tlustý, CSc.)

Authorised to act for the Dean in administration of development programmes, and in the analysis of Department effectiveness and management.

  • Assigned to guarantee the stimulation, development, co-ordination and methodological support of Departments´ grant activities in development programmes, excluding research, namely FRVŠ, transformation projects and other projects aimed at instruction, learning and the Faculty´s technical facilities (this sphere is shared with the Vice-Dean for International Relations).

  • Authorised to develop and manage e-learning activities.

  • Charged with proposing and administering the development of: the IS programme (in co-operation with the Bursar, with the Heads of the IS Administration Department and the Centre for Technological Support of Education, and in co-ordination with the University IT Centre); in addition to administering data collection; and providing technical equipment for classrooms, laboratories and other teaching premises.

  • Assigned to assess Departments´ workloads, the effectiveness and efficiency of instruction (how they profit from the timetable based on credit accumulation; group division; etc.).

  • Authorised to collaborate with the Bursar on providing data for analyses of personal, spatial and economic demands on the relevant activities which are necessary for making decisions on proposed new specialisms, new departments, or on possible withdrawal programmes.

  • Entrusted with analysing data for the formulation of the Faculty´s personnel strategy in respect of effectiveness, and obliged to take share in proposing methods of allocating the sliding components of wages and budget to departments.

  • Authorised to reveal financial and spatial reserves and resources in view of the prospective development of the Faculty.

  • Responsible for the supervision of the layout and contents of the Faculty website.

In his capacity, he methodologically supervises and assigns tasks for: the Faculty Co-ordinator of Research and International relations1 - in the area of development projects; the Head of the Centre for Technological Support of Education2 (CTPV); Vice-Deans´ secretary.

The execution of his duties is facilitated namely by collaboration with the following advisory bodies: the Advisory Section of the Research Board PF USB (biology, chemistry, geography, physics, informatics, mathematics, technical education) consisting of professors and senior lecturers in relevant fields and summoned ad hoc in case of need.

 

Vice-Dean for Research
(prof. RNDr. Petr Špatenka, CSc.)

Dean´s deputy for research and other inventive activities, including general issues of the development of doctoral programmes.

  • Authorised to propose and after approval develop conceptual frameworks and priorities of research, of inventive, artistic and other creative activities.

  • Assigned to guarantee the stimulation, development, co-ordination and technical support of grant activities undertaken by Departments and by aspiring researchers in the doctoral and post-doctoral stages of their engagement at the Faculty.

  • Assigned to guarantee the processing of supporting data for the records of both Departmental and individual research activities, mainly within the RIV and OBD systems (or for the purposes of competition for a post, for accreditation, etc.).

  • Authorised to propose and after approval guarantee evaluation and publication of the results of activities within his responsibilities, as regards individual members of academic staff and Faculty departments.

  • Entrusted with analysing the qualification structure of the Faculty´s academic and research staff, quaranteeing the preparation of data for the Dean´s competent personnel decisions.

  • Charged with establishing the principles of personnel policy to the Faculty´s academic and research staff in the sphere of inventive activities, and within his responsibilities to collaborate on proposing methods of allocating the sliding components of wages and budget to departments.

  • Obliged to submit proposals for the funding of activities within his resonsibilities from the internal sources, allocated by the Faculty budget.

  • Assigned to propose and guarantee publishing activities, namely to work out the publishing plan.

  • Responsible for keeping the minutes of the PF USB Research Board regularly and for preserving them in the archives.

  • Responsible for keeping a record of the salability of textbooks and other titles published by the PF USB.

  • At the Faculty level, responsible for the "formal acceptability" of Programmes submitted for accreditation, or for possible alterations to some Programmes of study (namely, physics, mathematics, informatics, biology).

  • At the Faculty level, responsible for the technical aspects of the students´ evaluation of instruction.

In his capacity, he methodologically supervises and assigns tasks for: the Faculty Co-ordinator of Research and International Relations1 - in the area of research and inventive activities; the Head of Faculty Library; Vice-Deans´ secretary.

The execution of his duties is facilitated namely by collaboration with the following advisory bodies: (a) the Editorial Board; (b) the Committee for Appraisal of Inventive Activities.

 

1 The explanatory note to the delegation of responsibilities to the PF USB department co-ordinating research and international relations: the Faculty Co-ordinator of Research and International Relations is entrusted to perform the tasks assigned to her by the Vice-deans through paperwork; through file keeping and gathering data about the proposed grant-funded projects; through inspecting grant applications and filing the allocated grant projects; through maintaining international co-operation, i.e. searching for and registering information about the possibilites of grant offers, foreign scholarships and exchange visits; as well as through providing social ensurance for foreign lecturers; through filing the research results and through editing procedures. The co-ordination of these activities and the completion of tasks with a time limit is facilitated by the agreement between the Vice-Deans involved and the Co-ordinator, based on the principles formulated by the Dean´s Board on 2nd March, 2004.

2 The delegation of managerial authority: This ordinance also transfers the managerial authority of the Head of the Centre for Technological Support of Education (CTPV) from the Dean to the Vice-Dean for Development Programmes, namely for the probation period between 1st September, 2006 and 31st August, 2007, at the latest. See the managerial chart and the PF USB Rules of Organisation. The duties of the CTPV Head, defined at his appointment (namely the responsibility to the Bursar of the PF USB for the economic management of the CTPV and co-operation with her) are not affected by this act.

 

III. Guaranteeing the Advisory Section of the PF USB Research Board for Teacher Programmes

I hereby appoint PaedDr. Iva Stuchlíková, CSc., a subsidiary member of the Dean´s Board, as guarantor of the Advisory Section of the PF USB Research Board for Teacher Programmes, consisting of professors and senior lecturers and summoned ad hoc in case of need.

Her primary task is to participate in the preparation and implementation of suggestions for the concepts of in-service training of teachers and life-long education of the public, and to stimulate creative activities in pedagogics, psychology and subject methodology (mainly in co-operation with the Vice-Dean for International Relations.

 

IV. Transitional Provision

This provision invalidates Dean's Ordinance No. 10/2004.
